Managing Investment Officer, Utilities Vertical Lead

This position is part of the EDF Office of Energy Dominance Financing, Department of Energy. As a Managing Investment Officer, Utilities Vertical Lead, you will provide financing to American energy and manufacturing projects, including energy generation, transmission, critical minerals, and advanced manufacturing technology projects throughout the United States.


As a Managing Investment Officer, Utilities Vertical Lead, you will: Lead cross-functional teams in conducting in-depth financial, market, legal, and risk evaluations of complex energy projects applying for Department of Energy (DOE) loans. Prepare and present transaction recommendations to the Credit Committee and Credit Review Board, coordinating with legal staff and project sponsors to draft and execute official commitment letters. Serve as the primary representative in negotiating commercial and financial terms and conditions directly with senior corporate and project sponsor officials. Direct a team of Senior Investment Officers and Investment Analysts by establishing goals, evaluating employee performance, managing workloads, resolving conflicts, and supporting staff development. Act as the principal technical authority and spokesperson on financial and market conditions for assigned energy technology sectors, coordinating findings across the agency and with national laboratories. Collaborate with contracting personnel to draft statements of work, procure specialized professional services, and oversee the performance of external financial and market consultants.


Requirements

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Leading cross-functional teams of professionals in underwriting, structuring, and closing complex, large-scale debt transactions (such as project finance, corporate loans, or loan guarantees) exceeding $50 million in value. Directing in-depth risk evaluations and validating financial models for capital-intensive infrastructure or energy projects, including rating creditworthiness, market conditions, and regulatory risks to protect capital. Serving as the lead negotiator with senior corporate executives, legal counsel, and financial sponsors to establish, finalize, and execute the commercial terms, conditions, and legal covenants of credit agreements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
