Director of Behavioral Health & Intensive Treatment Services
Position Summary:
The Director of Behavioral Health & Intensive Treatment Services (ITS) leads the operations of Black Hills Works' Behavioral Health Program and Intensive Treatment Services program, providing comprehensive oversight for adults with intellectual and developmental disabilities (IDD) experiencing mental health, behavioral, and problematic sexual behavior treatment needs. This role ensures that services across both programs align with person-centered principles and organizational values, collaborating with multidisciplinary teams to design, implement, and evaluate positive support strategies as well as specialized risk management and safety practices. The Director is responsible for program oversight, staff coaching, crisis response, interdepartmental collaboration, admissions and risk determination, and quality assurance across both the Behavioral Health and ITS programs, upholding a “no new victims” standard while supporting each person's growth toward a meaningful and productive life.
Education and Experience:
- Graduate degree required, preferably in behavioral health, psychology, or a related field.
- Experience in behavior consultation, crisis intervention, and behavioral health preferred.
- Experience with problematic sexual behavior treatment, sex-offender-specific risk assessment, or forensic/psycho-sexual evaluation processes strongly preferred.
- Additional experience working with individuals with intellectual and developmental disabilities is strongly preferred.
- Familiarity with risk assessment instruments (e.g., ARMIDILO-S, RRASOR) and structured risk/safety models is a plus.
Required Skills/Abilities:
- Pass pre-employment drug and criminal background checks.
- Proficiency in managing program budgets and financial oversight across multiple program lines.
- Valid driver's license with insurability and clean driving record.
- Strong leadership and coaching abilities across multiple departments and specialized program teams.
- Ability to collaborate with interdisciplinary professionals — clinical, psychiatric, probation/parole, and community partners — using a holistic approach.
- Comfort supporting individuals in diverse activities including ADLs, education, work, leisure, and rest.
- Ability in balancing individual rights, community safety, and therapeutic progress within a secure-but-community-based model.
Physical Requirements:
- Prolonged periods of sitting, standing, reaching, and bending.
- Ability to lift up to 50 pounds.
- Agility to respond quickly in crisis situations.
Duties/Responsibilities:
Behavioral Health Program Leadership
- Coach and support Residential Supervisors in leading effective home teams.
- Foster collaboration, transparency, and empowerment across departments.
- Conduct observations and feedback sessions with leadership team members.
- Support and train leadership on completing evaluations.
- Ensuring that the team is accountable to use behavior support protocols.
- Providing opportunities for resiliency practices with the team.
- Coordinate with support specialties to standardize behavior support protocols.
- Ensure quality service delivery in residential programs and team settings.
Intensive Treatment Services (ITS) Program Leadership
- Provide overall program leadership for ITS, ensuring fidelity to the Whole Life Approach and the “no new victims” model.
- Oversee the ITS Safety Model, ensuring balanced attention to Person Risk Factors (static and dynamic) and Program Protective Factors (environment, supervision, treatment, and staff supervision).
- Chair or serve on the ITS Leadership/Admissions review following BHW Admissions Committee referral, evaluating psycho-sexual evaluations and formal Risk Assessments for admission appropriateness.
- Ensure a proper match between each individual's generalized risk level and ITS program capabilities prior to admission.
- Oversee authorship, implementation, and bi-annual review of Risk Management Plans (RMPs), including supervision guidelines, danger zones, media and community access restrictions, and dynamic risk monitoring.
- Ensure the physical environment (alerts, alarms, boundaries, layout, technology, and visibility) supports the program's security and treatment goals.
- Maintain the contracted relationship with the community-based counselor providing sexual-offense-specific individual and group treatment, and staff training/guidance.
- Ensure staff apply a Good Lives Model / Old Me–New Me framework alongside offense-specific and mental health treatment, per the TEAMS Model.
- Oversee monthly all-staff ITS meetings reviewing individual participants and Risk Management Plans and ensure consistent communication of updates between meetings.
- Coordinate periodic program review with the Division of Developmental Disabilities (DDD) for quality, safety, and compliance.
- Ensure completion of required annual assessments (Personal Outcome Measures, Safety Assessment, Social History, ICAP) and annual individual planning meetings within required timeframes.
- Oversee Human Rights Committee and Behavior Support Committee due process review for ITS restrictive measures.
Shared Cross-Program Duties
- Review and manage program budgets and assist teams in financial efficiency across Behavioral Health and ITS.
- Develop and track departmental goals and objectives with regular reporting for both programs.
- Support accountability and scheduling processes with residential and ITS supervisors.
- Oversee program communication systems and performance monitoring.
- Serve on committees and provide trainings for staff and leadership as needed.
- Support team problem-solving efforts and connect them with additional resources.
- Respond to crisis events and assess appropriate intervention strategies.
- Lead or participate in debriefings following incidents and update strategies accordingly.
- Stay current on best practices in behavior support, risk management, and sexual offense treatment through ongoing professional development.
